The Hunger Games Glossary and Reference
This is a reference for terms, locations, and facts within the world of The Hunger Games. Spoilers will be marked accordingly.
Some information collected from The Hunger Games Wikia as they do a better job summing things up than I can.
T = Tribute
V = Victor
Locations
Panem: Located in North America, Panem is what was formed after the fall of modern civilization. It is at least seventy-five years old, and run by a single-party dictatorship led by President Snow. Panem is divided into thirteen districts, twelve of them operational, and each of them specialized in a specific industry. There is also the Capitol, the largest city in Panem and the central seat of the government.
The Capitol: The biggest city in Panem, the Capitol controls the other twelve districts. The Capitol is believed to be located in the Rocky Mountains.
--Known people: President Coriolanus Snow, Cinna (stylist), Flavius (prep team), Venia (prep team), Octavia (prep team), Effie Trinket (escort for District Twelve), Seneca Crane (Head Gamemaker), Caesar Flickerman (host), Plutarch Heavensbee (Head Gamemaker)
District One: Luxury items, considered the wealthiest district and a career district.
--Known people: Cashmere (V), Gloss (V), Glimmer (T), Marvel (T)
District Two: Stone quarry, also manufactures weapons, makes trains, and supplies and trains Peacekeepers. Located in the Rocky Mountains, close to the Capitol, career district. Nicknamed the “Nut”.
--Known people: Clove (T), Cato (T), Brutus (V), Enobaria (V), Lyme (V)
District Three: Technology (televisions and computers), one of the wealthier districts.
--Known people: Wiress (V), Beetee (V)
District Four: Fishing, one of the wealthier districts. Also a career district.

District Five: Power and electricity, little else known.

Terminology
The Hunger Games: Every year, one boy and one girl between ages 12 and 18 is selected from each of the twelve districts as tributes, who prepare for a week and then go into an outdoor arena to fight to the death. The event is nationally televised as mandatory viewing for all citizens and the last living tribute is declared the victor. The books focus on the 74th and 75th Annual Hunger Games.
Mentor: A victor of a past Hunger Games who must train subsequent tributes from their district. A mentor is also crucial in helping procure sponsors for their tributes as well as when to release gifts inside the arena.
Tessera (plural: tesserae): Tokens worth a very meager year's supply of grain and oil for one person. A child eligible for the Hunger Games can have their name added additional times to the reaping, once per family member, in exchange for an equal number of tessera.
Tribute: Residents of the twelve districts of Panem who are forced to participate in the annual Hunger Games. Each district sends one boy and one girl between the age of 12 and 18 to participate.
Victor: Tributes who have won previous Hunger Games. Victors are given special status and immense wealth ensuring they will never have to struggle to survive for the rest of their life.

--> There are toothbrushes in all Districts. In D13, they have paste. Depending on the poverty level in the other Districts, other material is used.
--> Something strange and unusual? Muttation!
--> Because District Eleven is a known area with tracker jacker nests, hijacking began there. Peacekeepers would use tracker jacker venom to keep unruly people in line.
--> Population of District Eleven is around 12,000. Reapings in this District are sort of fixed. The pre-selection is full of children from families that acted out in some way, or are less useful to the district as a whole.
--> Finnick's popular enough that everyone in every District knows his name and recognizes him.
--> The only books really found in the Districts are non-fiction texts. Basic things, like post-Dark Days history or medicine or something related to the industry of said District. Educating people in something like literature is not such a huge priority. However, matters are different in the Capitol where people are not oppressed. Books are more numerous. The history books go back to a world before Panem (this bit is canon from Mockingjay) and educated individuals know much more about their ancestors.
There is also probably literature in the Capitol. And District 13. Coin is an avid reader.
--> Religion, like fictional books, have also been pretty much squashed in Panem to prevent people from having too much hope. Any religion is more of a personal, spiritual thing and varies by District.
--> Surnames are something that vary by District and family. We know they are found in the Capitol and Districts 4, 7, 12, and 13
